This policy has been significantly upgraded, introducing for the first time an integrated "Grant-Investment-Loan" empowerment model combining non-repayable grants, equity investment, and credit loans. With enhanced support for startups, top-tier early-stage projects can receive up to 6000 million yuan in comprehensive assistance. The initiative is now targeting high-growth hard tech entrepreneurs and premium innovation projects from around the world.

The Guanggu 3551 Talent Policy has been continuously implemented for 17 years, focusing on regional innovation and technology cultivation. It has precisely supported nearly 5000 high-quality talents and successfully incubated 44 talent-led tech companies that have gone public. As a core talent-exclusive brand refined over many years in the Donghu High-tech Zone, it is renowned for its effectiveness. Entrepreneurial talents serve as the primary force driving the development of new quality productive forces and the expansion and enhancement of hard-core industries in the region.
To support entrepreneurs throughout their entire growth journey and address bottlenecks faced by startups, the district conducted on-the-ground research and gathered insights from founders and investors. This new policy delivers breakthrough improvements in two key areas to comprehensively enhance the startup experience. At the talent selection stage, we are dismantling traditional single-dimension review barriers and establishing a four-dimensional evaluation system: competition-based assessment, investment-driven evaluation, industry department endorsements, and performance-based scoring. This approach decentralizes decision-making authority, leveraging market investment outcomes, real-world startup competitions, and frontline industry expertise to accurately identify high-potential, action-oriented innovators.
The declaration server breaks free from the limitations of annual centralized applications by launching a flexible talent recruitment channel available 24/7 across all tiers. It caters to diverse entities, including startup teams with landing intentions, growth-stage tech enterprises, and mature project initiatives. With four distinct recognition pathways that launch at staggered times, undergo category-specific reviews, and accept applications year-round, we ensure seamless onboarding for high-quality projects and immediate access to support upon implementation.
At the funding empowerment level, Optics Valley directly addresses key pain points for startups—such as lack of tangible assets, difficulty in securing financing, and slow payment cycles—by delivering substantial financial support packages. For non-repayable grants, companies that meet talent certification criteria can immediately claim an initial 100 million yuan special support fund. Over the following 5 years, points are dynamically calculated based on the company's industrial performance, allowing a cumulative maximum of 1000 million yuan in additional non-repayable grants.
In terms of equity empowerment, we leverage the Optics Valley Partner Investment Guidance Fund to coordinate 12 specialized sub-funds for targeted support. Top-tier talent enterprises can receive up to 2000 million CNY in dedicated equity investment. We regularly organize financing roadshows and matchmaking sessions to streamline capital deployment. Regarding exclusive credit facilities, we have partnered with Bank of Communications to launch the "3551 Entrepreneur Talent Loan." This loan requires no collateral or complex approval processes, offers a guaranteed credit line at 3 times the policy subsidy amount, provides up to 3000 million CNY in funding, and can be disbursed in as little as 3 working days. So far, leading tech companies such as Guli New Energy and Chuguang 3D have successfully secured these funds.
