He Guoqing, Deputy Secretary of the Huishan District Committee and Secretary of the Party Working Committee and Director of the Management Committee of Huishan Economic and Technological Development Zone, led a delegation to Wuhan for research. In the afternoon, the delegation arrived at the Wuxi (Huishan) Optics Valley Talent Enclave in Wuhan and conducted an on-site inspection of its construction and operations.

On 6 month 9 day, He Guoqing, Deputy Secretary of the Huishan District Committee and Director of the Party Working Committee and Management Committee of Huishan Economic Development Zone, led a delegation to Wuhan for research. In the afternoon, the delegation arrived at Wuxi (Huishan) Wuhan Optics Valley Talent Enclave, conducted an on-site inspection of the enclave's construction and operations, and held a symposium with the enclave operation team and representatives from resident enterprises.

On-site Visit: Focus on the Results of Enclave Development

Accompanied by the Feidi operations team, He Guoqing and his delegation toured the enterprise incubation space. Representatives from resident companies demonstrated core technologies and product solutions via a large screen, while also presenting company overviews, team backgrounds, and their matrix of partner brands. He Guoqing and his group paused for discussions to gain a detailed understanding of the residents' technical focus areas, R&D progress, and industrialization potential. They commended the Feidi model, which leverages Wuhan's advantages in education and research to address industrial needs in Huishan through targeted technological innovation.

Launched in 2024, the Wuxi (Huishan) Wuhan Optics Valley Talent Enclave serves as a forward operating base for Hubei talent to launch tech startups in Wuxi. It integrates co-working spaces, incubators, and accelerators. In terms of talent development, the enclave drives a steady flow of skilled professionals into Huishan's key industries—including integrated circuits, biomedicine, and the Internet of Things—through targeted recruitment, customized training, and hands-on skill conversion programs.

Roundtable Discussion: Charting the Path for Enclave Development

After the tour, He Guoqing and his team held a symposium with the Enclave Operations Team in the conference room. During the meeting, both sides engaged in an in-depth exchange on enclave operations experience, project incubation results, and future development strategies.

He Guoqing pointed out that the Wuhan Optics Valley Talent Enclave is a key component of Huishan Economic and Technological Development Zone's strategy to leverage national innovation resources. After more than a year of operation, the enclave has achieved significant milestones in project incubation, talent attraction and development, and technology commercialization. Regarding next steps, He Guoqing emphasized:

First, continue to deepen school-local cooperation.Leverage Wuhan's dense concentration of universities and research institutions to deepen partnerships with leading schools such as Huazhong University of Science and Technology and Wuhan University, accelerating the commercialization of cutting-edge technologies in Huishan.

Second, strengthen precise industry matching.Align with Huishan Economic Development Zone's core industries—integrated circuits, biomedicine, and IoT—to ensure that talent recruitment and project incubation in off-site zones meet established standards. Guarantee precise alignment between off-site resource allocation and Huishan's industrial development needs.

Third, optimize the full-chain service system. From project incubation to enterprise establishment, from talent recruitment to industry alignment, we will further refine the "enclave" working mechanism. We will strengthen core service areas such as policy application and financing matching to enhance the enclave's appeal to high-quality projects and top-tier talent.

Fourth, amplify the synergistic effects of the enclave network.Huishan Economic Development Zone has already established innovation enclaves in Wuhan, Xi'an, and other cities. We will promote information sharing, resource pooling, and coordinated collaboration across these enclaves to build a nationwide network of innovation hubs, creating a powerful force to support Huishan's industrial development.

He Guoqing concluded by emphasizing that the Wuhan Optics Valley Talent Enclave must anchor its role as a "forward post," adhere to established standards, and continuously optimize operations. The goal is to build it into a key window and benchmark enclave for recruiting talent and facilitating technology transfer for Huishan Economic Development Zone in Central China.

Visit and exchange at Wuhan New Energy Research Institute

On 6 10, the operations team accompanied He Guoqing and his delegation to visit the Wuhan Institute of New Energy. Established in collaboration with Huazhong University of Science and Technology, the institute is a national-level research and technology transfer platform focused on new energy, with deep technical expertise and industrialization experience in photovoltaics, energy storage, hydrogen energy, and related fields.

During the visit, He Guoqing and his team toured the institute's key laboratories and pilot-scale testing base, gaining in-depth insights into technical breakthroughs and industrialization progress in new energy materials, smart grids, and hydrogen production and application. The two sides exchanged views on collaborative research in new energy technologies, pathways for technology transfer, and models for industrial implementation in Huishan. He Guoqing emphasized that new energy is a strategic emerging industry prioritized by the Huishan Economic Development Zone. He expressed hope that this visit would serve as an opportunity to establish long-term coordination mechanisms between both parties in areas such as technical cooperation, project incubation, and joint talent development, thereby facilitating the conversion and deployment of more cutting-edge technological achievements in Huishan.

This survey further clarifies the strategic positioning and development direction of the Wuhan Optics Valley Talent Enclave, expands collaboration opportunities between Huishan Economic Development Zone and the Wuhan Institute of New Energy, and provides strong guidance for high-quality enclave operations, cross-regional innovation collaboration, and integration of industry, academia, and research.
